Organizing the implementation of the laws of the Republic of Uzbekistan, decrees and orders of the President, and decisions of the Oliy Majlis (Parliament) and the Cabinet of Ministers in the field of education and personnel training;
Organizing educational, scientific, financial, and spiritual-educational activities based on state education standards and ensuring the training of qualified personnel;
Ensuring that all deans, departments, heads of chairs, and teaching staff fully understand the requirements regarding the content of knowledge and the level of preparation in accordance with state education standards;
Managing and coordinating financial and economic activities;
Managing and coordinating the activities of the planning and finance department, accounting, marketing department, and administrative departments;
Organizing, managing, and coordinating construction, repair, landscaping, and greening activities;
Expanding the attraction of off-budget funds through additional paid services (publishing, household services, paid training courses, leasing, sponsorship, dividends, etc.) within the limits of the existing material and technical base of the higher education institution, and developing proposals for the material incentives of professors, teaching staff, and employees;
Forming off-budget funds from tuition fees paid by contract students and other special off-budget funds;
Developing income and expenditure estimates for the state budget, tuition fees paid by contract students, and funds earned through entrepreneurial activities, and ensuring their submission for registration to the Ministry of Finance and relevant ministries and agencies;
Controlling the implementation of the higher education institution’s expenditure estimates, financial and economic activities, and accounting of currency operations;
Developing measures and ensuring their implementation for preparing educational and laboratory buildings, student dormitories, and other auxiliary buildings and facilities for the autumn-winter season and the new academic year;
Studying the condition of the material and technical base of the higher education institution in the context of economic liberalization, developing measures for its development, and monitoring their implementation;
Organizing activities to attract investments;
Reviewing project and estimate documents for reconstruction and major repairs of existing buildings and facilities, concluding contracts, accepting completed works, and controlling their quality;
Organizing control over compliance with staff, budget, and accounting discipline, as well as bookkeeping and reporting;
Developing and ensuring the implementation of measures for rational and economical use of budget and off-budget funds, as well as communal services;
Developing and implementing measures to improve conditions for paying wages to professors, teaching staff, and employees of higher education institutions, as well as developing accounting and reporting;
Ensuring timely payment of salaries to professors, teaching staff, and employees, as well as scholarships to students of higher education institutions;
Monitoring the receipt of tuition fees from students studying on a contract basis.
