The Department of Scientific Research and Training of Scientific-Pedagogical Staff was established in 1982. It is managed by the Head of Department and operates within the scope of the Vice-Rector for Scientific Work and Innovations of the university. Up to the present day, the department has been led by the following professors and instructors:

Since 2025, the department has been led by Associate Professor, Doctor of Philosophy (PhD) in Pedagogy, Rakhmatov Sh.A.
The university’s Department of Scientific Research and Training of Scientific-Pedagogical Staff operates in the following main directions:
- Organizing and coordinating scientific research activities at the university;
- Effectively utilizing the university's scientific potential to solve scientific and scientific-technical problems in the development of the national economy;
- Developing scientific research in the creation of new materials, equipment, and technologies;
- Improving the quality of specialists being trained by applying the results of scientific research to the educational process;
- Strengthening the material and technical base of scientific research work;
- Integrating efforts to create competitive technologies and equipment based on the development of scientific and technical cooperation.
BDTU's scientific activity focuses on applying fundamental and applied research results to production and the educational process, strengthening the university’s material and experimental production base, organizing the production of competitive products and their introduction to external markets, as well as supporting information technology, marketing, patent-licensing, consulting, information services, and the production of small-scale scientific and technical products. The thematic plan of ITI is aligned with the scientific directions of the departments, reviewed by the university scientific council, and approved by the rector's signature.
To reduce the duration of scientific research and the implementation of scientific and technical innovations, and to increase the effectiveness of scientific studies, temporary creative teams, engineering and scientific-technical centers, scientific and technical creativity centers for students and gifted youth, and small enterprises can be established at BDTU.
